New law “On Technical regulations” came into effect in Uzbekistan.

At the end of the summer 2023, the new Law of the Republic of Uzbekistan dated 27.02.2023 No. ZRU-819 "On Technical regulation" came into effect, abolishing following laws:

1. The law of the Republic of Uzbekistan "On conformity assessment"

2. The law of Republic of Uzbekistan "On certification of products and services"

The new law was long anticipated to bring oudated regulation up to date with international tendencies, by defining complete product safety assessment systems and processes.

A chain of multiple important changes has been introduced with the new law, however, not all directly impact manufacturers. Therefore, weTHINK Compliance prepared a short summary of introduced changes that do impact manufacturers and those are as follows:

1. Mandatory labelling requirements.

2. Liability for violation of legislation on technical regulation.

3. Registration of issued certificated in the electronic register introduced.

It is also worth reminding that that Uzbekistan remains a country observer for the Eurasian Customs Union with an aim to study legislation of EAC scheme, considering EAC schemes are very similar to current national requirements of Uzbekistan, whereby either Certificate or Declaration of conformity is issued and it is expected that more thorough introduction of similar legislative framework is introduced in the future.

Likewise, more changes are expected in Uzbek Technical Standards in the following years, considering a dedicated commission that was created with an aim to revise and update current national standards.
